
California Governor Gavin Newsom issued an executive order to try to combat the impact of artificial intelligence on workers and businesses.

The order directs the state to explore policies including severance pay standards, employment insurance and transition supports for displaced workers, worker ownership models, common basic capital concepts, expanded workforce training and better tracking of hiring and wage trends to help deal with potential layoffs and economic disruption.
this Order directing certain state agencies arrive:
- Assess and support opportunities to expand and strengthen worker ownership models to support capital growth and build wealth from increases in worker productivity, including employee-owned corporate structures.
- Support small businesses through educational and motivational opportunities on best practices and applications for using emerging technologies.
- Identify ways in which the collective bargaining process produces positive outcomes for workers.
- Add more on-the-job training and AI preparation in higher education.
- Review policies that provide safety nets for workers, including severance and other forms of compensation, such as stock or other forms of equity.
- Increase awareness and participation in employment insurance programs.
- Create an AI playbook to modernize job training programs, including expanding strategies to connect displaced workers with training and technical assistance.
The order gives the Department of Labor and Workforce Development and other state agencies 90 days to conduct a review of emerging research in consultation with academic and private industry partners to determine the potential impact of technological changes on the workforce, including the impact of artificial intelligence on California’s labor market and potential disproportionate impacts on demographic groups.
